Rhett Butler brings more than fourteen years of federal government and consulting experience to helping The Clapham Group develop creative public-private partnerships. As a consultant, Rhett works closely with clients to strengthen their capacity to engage government officials, pursue federal partnership opportunities, and achieve their public policy goals. As the former Director of Special Projects at the White House Office of Faith-Based and Community Initiatives and Director of the Labor Department’s Center for Faith-Based and Community Initiatives, he has led multiple federal efforts to build effective public-private partnership that improved outcomes for a wide range of underserved populations. Those experiences over five and a half years gave him extensive knowledge of federal policy formulation, grant-making, regulatory reform, and intergovernmental strategies. Rhett also trained thousands of community-based service providers on best practices gleaned from the Labor Department’s pioneering employment-based programs and regulatory changes. Prior to working in the Executive Branch, Rhett served in the offices of three U.S. congressmen and one U.S. senator. In those offices, he held management and senior advisory positions, which covered a variety of federal legislative and appropriations issues. Rhett earned a graduate degree from Johns Hopkins University, a graduate-level certificate from the U.S. Naval War College, and an undergraduate degree from the Pennsylvania State University.
